Continuum of Care (CoC NY-513)​

The Continuum of Care (CoC NY-513) is the HUD-designated planning body for Ontario, Seneca, Wayne, and Yates counties, responsible for leading the regional effort to prevent and end homelessness. The CoC sets priorities, coordinates federal funding, monitors performance, and ensures collaboration among providers and systems serving people experiencing homelessness.

FY2026 NOFO
The FY 2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) has been released by HUD.

We are currently reviewing the NOFO and associated guidance to identify any changes, requirements, deadlines, and opportunities that may impact our local CoC and project applications.

CoC Governance & Membership
CoC membership is composed of a Board that includes representatives from local service providers, government agencies, housing authorities, persons with lived experience, advocates, and other key stakeholders. The Board is responsible for oversight of CoC operations, ensuring compliance with HUD requirements, and guiding strategic planning efforts.

While Board membership is limited, active community involvement is encouraged through participation in:

The Finger Lakes Housing Consortium (FLHC) and county-level housing consortiums
These forums allow for broader input, foster collaboration across agencies and counties, and ensure the CoC’s strategies reflect the needs and perspectives of the entire community.

Key Responsibilities of CoC NY-513

Develop and implement a regional plan to prevent and end homelessness

Manage the annual HUD CoC Program funding competition

Oversee and ensure compliance with the Homeless Management Information System (HMIS)

Conduct the annual Point-in-Time (PIT) Count and Housing Inventory Count (HIC)

Monitor project and system-level performance

Promote Housing First, equity, and data-driven practices
-
Identify service and housing gaps and align resources accordingly

Partnership with CoC NY-513
CoC NY-513 maintains a close partnership with CoC NY-500 (Rochester/Monroe County) specifically for the administration of the Homeless Management Information System (HMIS). CoC NY-500 provides administrative support for the HMIS platform, ensuring consistency in data management, compliance with federal requirements, and fulfillment of reporting requirements. This collaboration enhances data quality and supports informed decision-making for providers and stakeholders throughout the Finger Lakes region.


Finger Lakes Housing Consortium (FLHC)
The Finger Lakes Housing Consortium (FLHC) is a regional forum that brings together stakeholders from across the CoC NY-513 geographic area to collaborate, share information, and support the implementation of CoC goals.

CoC Funding Documents - FY2025
HUD has formally withdrawn the FY2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). HUD has stated that the withdrawal will allow for revisions and that a modified NOFO will be reissued.

In addition, HUD submitted a filing in federal court confirming the withdrawal of the NOFO in connection with ongoing legal proceedings.

Therefore, the local competition process is temporarily on hold until HUD releases updated instructions and timelines. HUD has indicated that a revised NOFO will be issued; however, no timeline has been announced. Further updates will be shared once HUD releases additional guidance.
