

Finger Lakes Housing Consortium (FLHC)
The Finger Lakes Housing Consortium (FLHC) is a regional forum that brings together stakeholders from across the CoC NY-513 geographic area to collaborate, share information, and support the implementation of CoC goals.
The FLHC supports the CoC by:

Creating a space for multi-county collaboration

Promoting cross-county communication and alignment

Elevating local issues and solutions to the regional level

Encouraging shared problem-solving and resource coordination
County-Level Housing Consortium
Each of the four counties within the CoC NY-513 region maintains its own housing consortium to address local issues, coordinate efforts, and report to the Finger Lakes Housing Consortium (FLHC). These county-specific groups meet regularly to:

CoC Funding Documents - FY2025
HUD has formally withdrawn the FY2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). HUD has stated that the withdrawal will allow for revisions and that a modified NOFO will be reissued.

In addition, HUD submitted a filing in federal court confirming the withdrawal of the NOFO in connection with ongoing legal proceedings.

Therefore, the local competition process is temporarily on hold until HUD releases updated instructions and timelines. HUD has indicated that a revised NOFO will be issued; however, no timeline has been announced. Further updates will be shared once HUD releases additional guidance.
